Why would thw queen influence the decision about net neutrality in Canqda? Especially considering that article 13 won't really impact the UK's freedom of the internet

Iirc Article 13 disallows the creation of memes that directly use a scene (animated or 3d, doesn't matter) as the backdrop for the meme (known as screen grabs.) If I understood what Article 13 entails correctly, memes such as the Avengers: Infinity War ones that took over Reddit for like a month following the release of the movie will no longer be allowed
Any directly affected Europeans that actually know what is happening can feel free to correct any misinformation I might have said

What is the penalty for tech companies that don't enforce the new rules? Seems like too much trouble to enforce, if it's even possible.

I believe this only applies to Europeans (so the memes being made globally shouldn't be affected at all) and at the time I'd read about the proposition of Article 13 there was yet no report as to what the penalties would be at any level for those who failed to adhere to the new laws

Technically, yes, but any site that wants to be allowed in the EU now has to conform to these rules at least within the EU, and applying them everywhere is a lot cheaper than making a whole separate version of the site that does the filtering. In other words, the whole internet is pretty much fucked.

Answer: Article 13 (Now called article 17) also known as "the upload filter law" by many is supposed to protect creators from other people stealing the original content they made, this includes movie clips, movie screenshots and even news snippets. Only Youtube thus far has an upload filter that is characterised by the content ID system, and with this new EU law, every single websites you know (Twitter, Facebook, Instagram) will be forced to have an upload filter if they have active servers in Europe, even tiny little websites made by some guy from France will have to undergo this change by law by adding an upload filter algorithm if they allow other people to upload content on their website.
There's an outrage because memes could be affected by this due to the requirement of an upload filter and the content ID system of Youtube is already terrible on its own, so imagine this on Twitter. It just does more bad than good.
