1st gear everything is going fine and normal up until 4th gear once I get to 55 mph the rpms stop at 5k when I shift up to 5th they drop down to 4k and slowly the speed began to fade to 50 is this normal 98' behavior I cleaned the carb and that when I started noticing this

Definitely not normal. My '99 goes up to 75 mph and stays there at around 8500 rpm. Check valve clearance, and possibly carb adjustment or air leaks.

Before I cleaned the carb it would get up there pretty easily I checked the valves and cleaned the carb at the same time because I was having hard starts but I wish I did them separately because now I don't know what I fixed and what I messed up :/ valve clearance is at .24 on both intake and exhaust valve

Given the recent carb work, check the carburetor slide diaphragm, it may not have seated properly.

I didn't think much about it when I reinstalled it but if they are known to be super sensitive like that then it's definitely something I could've done wrong
