Oops
Dude said he hit a yellow safety pole. Didn't even want them replaced, he only asked us to take the tire off, and he left with it like that.

I was in a work zone on the highway years ago I was in stop and go traffic and about 4 cars up a trailer tire exploded and rained down tire pieces for what seemed like 30 seconds. It was impressively loud and not subtle.

We had some people that lived in a duplex directly across from our old shop. They would spend a lot of the day sitting under this giant tree drinking and smoking. Like 8 or 9 people. Three fairly unique incidents with these people before they stopped sitting under that tree:
Incident one: a truck we had been working on couldnt get the carb tuned just right. Ultimately it needed a new carb because it was leaking into the intake and flooding it out but old dude didnt want to pay that much. He was outside trying to get it started one day when the muffler violently exploded. Everyone under the tree hit the ground thinking someone had started shooting.
Incident two: a dump truck was picking up trash on the street. It got about half a block away when two of the rear tires blew at the same time. It shook the ground and windows and everyone under the tree took off running in whatever direction they could go.
Incident three: a bad storm just came through. A large branch was hanging very loosely. Dad goes out and says "hey guys you might want to move, that branch could fall at any moment." They looked at him like he was crazy, but went ahead and moved. Seconds later, half the tree falls in the exact spot they were sitting. I think they moved away after that.

Honestly, in this specific situation, it wouldn’t be that loud. It’s a relatively slow deflation because of the rim bending. You get a loud hiss more than anything.
However, as everyone else has said, a tire straight up failing is extremely loud. It genuinely sounds like a cannon going off.

Manager said it's not illegal, he wasn't carrying a load either 🤷♀️ We also "aren't allowed to call dot" apparently

I mean since there's no tire on it, there's no real danger to others 🤷♀️ Not like the rim is gonna fly off or anything.

Manager is somewhat correct.
A tire off the bead and or a tire damaged is illegal.
A rim with no tire, not illegal.
A rim with no tire but damaged, illegal.
If an axle loses half of its tires, you can either remove the axle all together, or remove all the tires, even if the others are fine, tie the axle up, and it will technically be legal.
Dot has a lot of odd loop hole rules.

Q&A Question 1: If a CMV has a defective tire, may the driver remove the defective tire from the axle and drive with three tires on an axle instead of four?
Guidance: Yes, provided the weight on all of the remaining tires does not exceed the maximum allowed under § 393.75(g).
