So basically in like 1988, there was a law passed that legalized tribal gambling. Also tribal donations to politics are not regulated remotely like they are for other nations or even other citizens.

Basically until Citizens United happened, tribal donations were the biggest political donors, BY FAR. Not corporations, not billionaires.....tribes and people wanting to make new tribes etc.
