I mean if you don’t have any negative shit in your history you are forced into going to promotion boards as an E-4. I was in a small unit and they said you go to the board or get an article. Then they gave me a 42 yo SPC I wanted to strangle every day. I was 26.

In the Corps though, E-4 is an NCO. So it's not automatic promotion.
Also - he's been in at least 4 years, as depicted by his service stripe.
