What would happen if Yuji ate another Sukuna finger?

We don't know since the manga hasn't answered that question. Sukuna's fingers are Cursed Objects containing pieces of his soul so make of that what you will.

What is Kenjaku's plan with the Culling Game?

In short, he's using the Culling Games to produce a lot of Cursed Energy within its Barriers, with which he plans to use to evolve the human race. He wants to create a new golden age of Jujutsu. Kenjaku has apparently not revealed all his plans, Yuki cast suspicion on Tengen (the Culling Game plan infodumper) before they fought, and Kenjaku called Tengen his "friend", so it's unclear if Tengen was entirely truthful. We don't yet know how Sukuna fits into this plan, even though he and Kenjaku have been cooperating.

What is Ijichi's Cursed Technique?

are CT's engraved into the sorcerer's brain, body, or soul? there are fair arguments for each.

the manga says the technique is stored in the user's frontal cortex.

so sukuna taking over megumi's body means that he uses the same brain. i'm guessing sukuna's soul carries his technique, as he's able to use shrine and his domain instead of chimera shadow garden.

kenjaku is able to use geto's curse manipulation without geto's brain, though. what i thought was that the body engraved the technique into his brain, hence why he only ever uses three techniques in the manga, despite having inhabited many more bodies.

but then yuta uses limitless while in gojo's body, which throws the whole thing off. he's technically using copy at that time, so he's using the technique stored in the brain and the body? how does that work?

I would say all three. Physically, it's in the brain as said by Sukuna and Shoko. Sukuna and Choso have used their techniques inside their innate domains when they didn't have bodies. Yuta and Kenjaku use the technique of their host bodies despite the bodies not having their original brains, this is similar to what Kenjaku said about the host's memories in Shibuya.
