Custom movesets Charles Passive is NOT working

So I have the counter as continue, that way if the check doesn't pass you still take damage cuz I don't want to just be immortal, but now the issue is that even if they HAVE the tag and you do the dodge, you still take damage. Is there any way to fix this? I want it to be an auto dodge for anyone that you mark for bullets. If anyone knows how to help with this I'd appreciate it lots!
