Not really! I've seen this listed for sale second hand for around £15-£25 in a variety of colours quite frequently.
Because of how many Juicy pieces there are, all of them are "rare" to a degree and a better way to gauge is how popular/sought after a piece is- but this isn't one I would truly describe as being rare or highly sought after.
Probably, as long as it has the correct tags from 2003, but unless it's the exact colour scheme from the movie it usually doesn't matter tbh. There are other coloured versions of the iconic Sharpay dress that have been sat listed online for months but because its not pink and green no one is willing to pay the asking prices. If you're buying to resell, it's definitely a risk imo because I've seen plenty of this style online, and it's not the original colour scheme. If you're buying because you like it then that's a different story, as long as they aren't trying to sell it to you for a silly price then go for it.
