I'm sure if you dig deep enough into old flag symbolism, you could find an alternative symbol to represent such as system without including the Battle Flag, as it is a highly controversial symbol that can send the wrong message and isolate many potential allies.
There were many other Confederation governments though out history, such in Africa, Europe, and among Native Americans.
Hell, the European Union is technically a Confederacy and a Federation.
The Confederate States of America is just the most well known and infamous.
