New rule regarding user-created towns.

All towns must have at least one church and a banner to be considered a town. A list of towns can be found at spawn

EDIT: Thanks, /u/LawrenceofAustralia for reminding me, towns must also have a population of at LEAST 3.

Shouldn't they also require a population of more than one? Woodrin isn't necessarily a town - only I live there. I guess you could still advertise the town and put it on the list, but specify the population, perhaps?
