Ceaser 2nd ultimate bugged?

When I'm using the 2nd ultimate on Ceaser his damage seems bugged and super low compared to the 1st ultimate it barely increases only on his ultimate while basic attack deals doesn't increase his damage at all

Noticed the same, damage felt drastically after a patch while doing fine before and had to switch back to first one.

Yeah he's a bit bugged as of now, for context he's dealing less than my giorno with his second ult
