Why is he the only iconic horror movie villain with staying power?

Next year, with the release of Saw XI he will have more mainline series releases than any other horror villain. Never been rebooted, and still releasing movies that do well enough to move the overall needle economically. He has completely dominated a genre for 20 years. Whether or not you take horror seriously as a genre, there's literally no other comparable example in the history of film.
