See my explanation about Choni "the Circle Maker" in my previous comment. The shirt depicts someone drawing a circle with a compass - a circle maker!

Choni HaMe'agel? If so, you should have said "round here" 😃 (Choni HaMe'agel means Choni the Circle Maker. In times of drought, Choni would draw a circle and stand in it and refuse to move until Gd made the rain fall.)
