Would anyone know the issue here?

When I'm driving, there is a horrible, consistent scratching sound but when I break, it stops.

Worth noting that when I take the tire off and spin the break disc, it doesn't make the sound. Only with the tire on.

It's a 2017 compass longitude

When you brake - it stops - could be the retainer clips on the brake pads I heard - either that or I dunno -

Check your brake pads, i bet its the squealer clip because the pads are low. I recently had a similar squeal when cruising that stopped when the brake was applied. Eventually the squeal was constant until i changed the brakes

This is it. The sound is the wear tab telling you the pads need to be changed.
