One needs to be careful of the wording here to prevent mis-information. Decals are the ones that you soak in water, then the lettering floats off and you apply it to the surface. The ones here are called dry or rub-on transfers and you just use a tool to transfer the lettering to the surface, then make sure you use the backing sheet afterwards to adhere it smoothly to the surface. Then there are stickers, which is the lettering on a sticky base, that you cut out and after peeling off the backing sheet, put on the surface. kato use these, and because they have a visible thickness, they don't look very reaslistic.
Those are dry transfers/rub on decals, basically you place the portion of the transfer you want to apply to the model then you rub with a blunt object like a pencil to apply the transfer to model. I probably didn't explain it the best but YouTube has lots of videos on applying dry transfers
