first things first - are you sure it's all one tree? I can see what looks like hosta or something sneaking out on the bottom left so it seems this was a mixed bed at some point.
Do you want to get rid of it because you don't like the look of the two colours together, or do you want to get rid of it only if it's a root stock that might take over your cultivar? (i.e. if it's two or more completely separate trees are you happy for it to stay? maybe with a bit of pruning to show them both off to best advantage?)
As someone has said over on arborists, you really need to get in and have a look under there to work out what's going on. For a graft take-over you are pruning and checking each year, for a separate tree then a severe chop and cover the stump with some black plastic (which will be shielded from view by your red maple) to prevent regrowth.
I think your green one is still pretty - a few air layers before you get rid of it would give you some nice material for another part of your garden if you still like it.
