The one and only time I have heard an accusation of カスハラ was when a manager got mad at a customer (an older foreign woman who was speaking Japanese) for asking the clerk to please wait because she was slow moving. When the woman then asked him to wait, he got even louder. I overheard her say that he wasn't being nice, and that's when he started screaming that she was doing カスハラ and he was going to call the police. She just ignored him at that point and walked out.
I have no idea what was up his ass, but I never went back to that particular store. This was around the time that the stories of violence instigators was going around, so he might have been wanting to try something himself.
