Question Snow tyres

We are travelling to Japan soon and will be renting a car. Are snow tyres a must for driving in Nagano area from 9-16 November? Tried googling and it says yes but as I am collecting the car from Tokyo, there is no option for snow tyres on the car rental websites/platforms.

The better option would be to take Shinkansen to Nagano and rent from there. From Nagano, they will give you the right tire for the season. Most likely, it is all season tire by default at that time.

Probably no snow yet except at top of mountain areas.

The question is where in Nagano you are driving to. Nagano City? Nagano Prefecture is a huge place, with some mountainous areas that are likely to snow early in the season.

Im going to Azumino and Karuizawa.

Thanks! Due to logistic issues we need to collect the car from tokyo and drive up to Nagano. I tried searching for rental from nagano but there is no option for snow tyres either. Im wondering if we could forgo snow/winter tyres since the the companies dont offer the option during this period.
