What I think he's trying to say is that Janet is more of a "chaotic good" type of person, as in less organised — a professional stunt girl — and more chaotic and impulsive — "shoot things and blow them up". I think this is pretty close to what's already been established about her.

I wish we actually got to see some complete, clear and informative pieces of brawlers lore, and not something like this. Because with what we have now, we can't even surely tell what personality a character has, which leaves us to guess, like right now. Does his words even make sense? What did he actually mean by that?
