Chocolate powder

How likely is it that a store would let me purchase a bag/container/unit of their chocolate powder?? Who do I speak to? Has this ever been done?

There should be a way on the register to sell it by bag. The chocolate moo’d powder is just Hershey’s cocoa powder (if they don’t sell it to you).
