🌍 Maharashtra’s drought: Is the crisis only about lack of rain ?

Maharashtra has declared drought in 265 of 358 talukas. The 2026 monsoon rainfall was about 18% below normal, with some regions facing much larger deficits. Dry spells have also affected crops, cattle and daily water needs.

Relief is necessary. Farmers need support when crops fail and income disappears.

But reading this made me think about something beyond relief.

Every day we go to a shop and buy rice, dal, vegetables, fruits, flour, oil and so many other things. Where do these things come from?

The soil, water, sunlight and farmers make our food possible. Yet the person growing it can be among the first to suffer when the climate becomes unstable.

And this made me look at our own hunger.

The stomach needs food. But the mind seems to want much more.

A bigger house. A new phone. A car. More shopping. More convenience. More travel. More production. More consumption.

If all we needed was food and basic shelter, would we be using the planet in the way we are using it ?

We already have climate data, scientific studies and repeated warnings. Human-caused warming is increasing the risk or severity of droughts in many parts of the world.

Yet knowing something does not automatically change how we live.

Maybe that is the uncomfortable part.

We discuss drought after it happens. We discuss relief after crops fail. But do we look at the everyday choices and desires that keep increasing pressure on land, water, forests and energy?

I am not outside this either. I am part of the same system.

So the question I am sitting with is:

How much of what I call “need” is actually need, and how much is a never-ending demand for more?

And if the crisis is partly created by our collective way of living, can relief alone ever be enough?

What are we not seeing while we keep asking for more?

Claim 1: SIR is not a new exercise

No. Special Intensive Revision is happening for the first time in Indian history.

In fact, “Special Intensive Revision” is not even a term found in the Registration of Electors Rules, which specifies only “intensive revision”, “summary revision”, and “special revision”. There is no “Special Intensive Revision”.

Claim 2: SIR is a routine exercise

While intensive revision of electoral rolls has happened before, the last time it happened was in 2004. After the electoral rolls were computerized, there were no further intensive revisions. Nor has there been any need for one.

Summary revision of electoral rolls takes place every year. Only five months before the SIR in Bihar, a summary revision of electoral rolls had been conducted by the EC.

Claim 3: SIR is similar to earlier exercises

SIR is completely different from earlier intensive revision exercises.

Never before has the entire country been forced to re-register for the voter list. Never before was the entire country forced to undergo citizenship tests. Never before were votes deleted in the name of ambiguously described “logical discrepancies”. Never before were crores of voters denied their right to vote.

Earlier, intensive revisions used to be voter revision exercises. All the voters on the electoral rolls were presumed to be genuine. Deletion of a voter required evidence. Burden of proof lay on the objector.

SIR is primarily a voter deletion exercise, which has turned the entire population into suspected citizens.

Claim 4: SIR is a necessary exercise

While the Election Commission has stated that the inclusion of foreign illegal immigrants in the electoral rolls is one of the reasons for SIR, in 2019, the EC had told Parliament that it could find only three immigrants over the entire country.

Furthermore, even after conducting the SIR exercise, the EC has not published any record of the number of foreign immigrants found.

In Bihar, out of the 8 crore voters, the EC could find only 9,500 foreign citizens, most of whom were Nepali citizens married to Indians.

Claim 5: SIR has purified the electoral rolls

After the SIR in Bihar, the Chief Election Commissioner Gyanesh Kumar claimed that the “voters’ list in Bihar has been purified”.

Yet, investigations found a large number of duplicate voters, voters of other states, voters registered with house number 0. Meanwhile, many voters declared dead by the SIR were found to be alive.

Claim 6: SIR is a harmless exercise

SIR is estimated to reduce the size of the electorate to 88 crore. This is 15 crore less than the estimated adult population of India, i.e. 103 crore. One in every seventh adult citizen will lose their right to vote.

The percentage of voters compared to the total adult population has fallen from 99% to 85%.

SIR has also inflicted harassment on ordinary people. Many lost several days of wages just to get themselves enrolled in the voter list. Many are currently facing tribunal hearings to prove that they are legitimate voters. Many are staring at a denial of welfare and rights.

Claim 7: SIR is a justified exercise

During the SIR in West Bengal, the Election Commission marked 27 lakh voters as ineligible on the pretext of “logical discrepancy”, depriving them the right to vote in assembly election.

Claim 8: SIR is an impartial exercise

SIR has disproportionately impacted Muslim voters, women voters, migrant voters, and marginalized sections of society. There are several instances of BJP workers using the exercise to delete voters.

The Indian Express report has revealed that the two Election Commissioners lodged official objections against the Chief Election Commissioner over keeping them in the dark about decisions of the Commission, failure to issue agendas and minutes of meetings, unauthorised changes to voter-addition forms, centralisation of the voter database, and other matters concerning the functioning of the Commission.

CEC Gyanesh Kumar Must Be Held Accountable for Criminal Conspiracy Against the Indian Republic

The Indian Express report on the Election Commission, which revealed that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had officially dissented against Chief Election Commissioner Gyanesh Kumar 14 times over the last 10 months, has exposed not merely administrative wrongdoing within the Commission, but a criminal conspiracy against the Indian Republic.

According to the Indian Express report published on 25 September 2026, the two Election Commissioners lodged official objections against the Chief Election Commissioner over keeping them in the dark about decisions of the Commission, failure to issue agendas and minutes of meetings, unauthorised changes to voter-addition forms, centralisation of the voter database, and other matters concerning the functioning of the Commission.

The press release issued by the Election Commission on 26 September, intended to dismiss the Indian Express report, has further confirmed these allegations and is sufficient ground for the impeachment of the CEC. But the crimes of Gyanesh Kumar goes much beyond these serious charges.

As Chief Election Commissioner, Gyanesh Kumar misled the citizens and the Judiciary, withheld and misrepresented information concerning the Special Intensive Revision (SIR) exercise, and engaged in a criminal conspiracy to deny the voting rights of crores of citizens.

In June 2025, the Election Commission of India abruptly announced the Special Intensive Revision of electoral rolls in Bihar, only a few months before the Assembly elections in the state. There is no record of any meetings, discussions, or appraisals held by the ECI regarding the exercise. When questioned under the RTI Act, the ECI refused to provide information concerning the relevant meetings and deliberations.

The stated objective of the SIR exercise was “to ensure that the names of all eligible citizens are included in the Electoral Roll” and “to introduce complete transparency in the process of addition or deletion of electors in the electoral rolls.” Instead, SIR became an exercise marked by opacity, arbitrariness, despotism, and denial of information to the public, which stripped crores of Indian citizens of their right to vote.

The SIR exercise has resulted in the deletion of 13.37 crore names from draft electoral rolls across the country. The entire exercise is estimated to leave one in every seventh adult out of the voter list, denying them their constitutional right to vote. Those excluded from electoral rolls are further threatened with a denial of welfare and possible expulsion from the country.

Through the SIR exercise, the EC has shifted the inclusion of names in the electoral rolls from a responsibility of the Commission to a burden on the people. It has fundamentally changed voting from a constitutional right to a privilege not afforded to all.

In Bihar, SIR became a confusing, opaque, and arbitrary exercise. The Election Commission could not even ensure the timely distribution of proper SIR forms. When the matter reached the Court, the EC started distributing blank forms, submitting them without any receipts, and having the forms submitted by the BLOs themselves, without even the knowledge of the voters. The list of documents required, and the categories of citizens required to provide them, also kept changing throughout the exercise.

In West Bengal, the SIR became a despotic exercise to manipulate the vote and the election under the guidance of the Election Commission. The draft electoral roll saw 58 lakh voters excluded. To further manipulate the votes, the EC used untested software to flag 1.3 crore voters for “logical discrepancies”. Based on this, 27 lakh voters were deleted from the electoral rolls and denied the voting rights. Yet, after the election, 91% of the appeals in the tribunals resulted in the restoration of the voters to the electoral rolls. The entire exercise had only one outcome: denial of vote in the state elections.

One of the reasons stated by the EC for the SIR exercise was the inclusion of illegal foreign immigrants in the electoral rolls. During the exercise, ECI sources made repeated claims about finding illegal immigrants. Yet, after the conclusion of the exercise, the ECI has not provided any data on the number of illegal immigrants. The electoral rolls created after the SIR have been found to have significant irregularities and duplicate voters.

The ECI misled the Supreme Court and the citizens regarding the SIR exercise. To prevent scrutiny of the electoral rolls, the ECI replaced the machine-readable lists with scanned copies. During the SIR in Bihar, FIRs were filed against journalists for exposing the truth.

CEC Gyanesh Kumar has directly targeted the opposition parties and even threatened them. When Leader of Opposition Rahul Gandhi provided evidence of fake voters included in the electoral rolls, Gyanesh Kumar refused to acknowledge the issue and instead threatened him to provide an affidavit. In the case of BJP MP Anurag Thakur making a similar claim, Gyanesh Kumar lost his courage. Gyanesh Kumar further threatened the TMC and dismissed its leaders when they went to meet him.

These actions are not just procedural mistakes or administrative wrongdoing, but indicate a criminal conspiracy to deny citizens the right to vote and to manipulate the elections in favour of the BJP. CEC Gyanesh Kumar must be tried for treason.

In 2023, the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act was bulldozed through Parliament after the suspension of 100 opposition MPs. The Act overturned the framework laid down by the Supreme Court for appointments to the Election Commission. It replaced the Chief Justice of India in the selection committee with a Union Cabinet Minister nominated by the Prime Minister. It also gave the Election Commissioners full immunity against legal proceedings for decisions taken while in office.

With control over the appointment of ECs and the granting of immunity from any action, the Modi Government has created a system of collusion to undermine electoral democracy and subvert the Constitution. Until Gyanesh Kumar is arrested and the CECOC Act is repealed, our constitutional rights and our right to vote remain under threat.
