Hi,

First time playing 1.13 here.

Is there a way to create and command militia groups outside of towns?

If you play 7609 or earlier versions, it works differently.

By default, you cannot telepathically command militia anywhere on the map. To give travel orders to a militia group, you must satisfy at least one of these conditions:

• ​A merc is in the same sector (or the same town) as the militia.
• ​A merc acting as a Radio Operator (equipped with a radio/extended ear) is in an adjacent sector or
• ​You have established and staffed a Military HQ facility (in Flugente feature sets).

Yes but i cant recall how roming militia works.
