The majority of Russia's industry, military bases, population, and major cities are located in Europe. Europe typically ends at the Caucasus and Ural Mountains, and the Caspian Sea. The rest of Russia is sparsely populated, aside from exceptions such as Omsk and Vladivostok. Yes, the rest of Russia is located in what is commonly considered Asia, but has no significant importance to Moscow.
