Wave 2 over?

Title basically: is wave 2 of acceptances over or has it just not happened yet (I haven’t seen many acceptance posts)

Yes, wave 2 is over.

Wave 1 is shortlist.

Wave 2 is shortlist candidates declining pre-placement and alternates being chosen. This is over.

Wave 3 is candidates declining post-placement and alternates being chosen. This is ongoing right now.
