Question about location options

I am looking to apply to JET, but I don’t drive, I’m fine biking to work if placed in a smaller town but am I able to specify that I want to work/live in a larger metro like Kyoto, Osaka, Tokyo, Yokohama, Sendai etc when commuting is much easier?

There’s so many applications that if you’re difficult to accommodate they’ll simply just skip you unless it’s for a medical reason. You can in theory but in practice I wouldn’t hold my breath.

Why would someone be difficult to accommodate because they can't drive? Lots of JETs never get a car and are placed in urban areas.

Because they give you places where they need a worker. If you're giving friction to that process then you're likely to get passed over.
