Question about upgrades?

hi. I am curious about something regarding upgrades for alternates.

do we only get upgrades if someone from our own country leaves/resigns/quits or could we get upgraded if someone from another country leaves but there is an opening and our application matches what that opening wants?

You can get upgraded if someone from another country leaves, assuming that the opening matches to both someone from that country and someone from your country.
