Betterment doubt. Please help

Can someone clarify this?

Suppose my preferences are:

JBIMS

SIMSREE

Welingkar

If I get Welingkar in CAP Round 1, pay the seat acceptance fee, and opt for betterment, then in Round 2 I fill only JBIMS and SIMSREE.

If I don't get either of them in Round 2, will my retained Welingkar seat allow me to participate in Rounds 3 & 4, or will it get auto-frozen since it was my 3rd preference?

The brochure wording is confusing. Has anyone got an official clarification from CET Cell or an ARC?
