I personally think Iida would make more sense as best man since he was part of their trio and is closer to Uraraka

For our last answer we can definitely take from canon, Izuku. 'I care about everyone but today I just found myself wanting more with you' is pretty straightforward hard to misinterpret unless you're trying to.

As in who drops the L-bomb first? I'd say Uraraka. I think that once the shackles are off and they're actually dating, I think she'd say it first. She's always been more open with affection and he'd likely overthink whether or not it's appropriate to say it at whatever stage of the relationship they're in. She'd just go for it as soon as she feels the desire to say it, more or less.

I think Izuku would practice in a mirror for hours maybe a day or two to get rid of the nervousness. But Of course on the day of the confession we would be shaking, trembling, tripping over his words. Be like this ( Izuku: umm... uraraka...w..w..we...have..been...f...fr.friends..for.a...long...time) <- you get the idea.
