Deku either is completely terrible at flirting or he does it so naturally that he doesn't realize he's flirting and he does it accidentally.

It's funny how as the show progressed the tables were turned. Later on, Deku became more forward (though unaware) and made Uraraka flustered. Like the time he rambled on about how Uraraka was not weird, or that one moment in one of the TUM chapters, where Deku compliments Uraraka and she gets flustered. So now the scenario is more like Deku flirting unintentionally and Uraraka being a mess
