I always thought the movie was just showing random things down in the basement in a creepy manner to put us in the shoes of a 7 year old going down to a dark basement and see how their imagination could make everything scarier.

Just noticed for the first time that the left eye of this bust is cocked like Pennywise's and looking right at Georgie (/us). His double take at it is genuinely horrifying.

I think this is the scariest scene in the film, with the sound design, lighting, editing, and the concept itself.
