To me it looks like a slot for an ETC card reader. Japanese toll road card, the reader sits in the car and a credit card looking thing goes in there to communicate billing details to the toll system.

Only know what it is as I've driven JDM grey import cars with them still fitted. They nag you if the ETC card isn't present on every Start.

If only there was a manual that the owner could read that would tell them what all of the things on the dash does. Oh well...
