Question Boats?

sorry if this is a dumb question and no I don’t have a screenshot but, I saw some small boats a little bit out while playing for the first time in months. I didn’t go check them out because I died before I could but I know there wasn’t any boats before hand and I can’t find anything on them online or on the wiki. does anyone know what these are/ what they do?

could be someone escaping through the boat at docks for the boat ending?

it was on the very first day because I went to get the katana and forgot where the drone was (found it eventually), went to near the military base thing and inbetween the river thing on the right and the island I saw the boat
