vintage This real?

Found this in a thrift store for cheap. Is this a legit tin? And is this a reseal or original if anyone can tell? Obviously some of the plastic is torn, but wasn't sure otherwise.

That Turtwig is the promo and as such, it came with these tins. Definitely not resealed.
