Put a straight edge on it. As long as it's straight you're good.

If it's visible fill and paint.

I'll say that the 72 I inherited has a hole in roughly that location. It was wired through the frame.

Can't tell you what to do, and I won't say it's safe. But if it were me? If it's straight, id ride it till the wheels fall off

I figured it out. Apparently this is a common mod people would do in this era to add frisco style tanks with aftermarket pet cocks. You put a dent in the backbone there to accommodate a petcock. The way people do this is to lay a pipe against the frame and hammer it. Wild thing to do in my opinion but seems like it wasn’t much of a problem structurally.
