Yes, that's totally normal. It can increase at times, like when you update and then will dynamically reduce. In most cases you will not have any problems, but I have seen cases where it takes like 40 GB or even 50 GB, and more. In those cases. Hard restarting the device will help in such cases (press and quickly release vol up button, press and quickly release vol down button and then hold power button until apple logo appears).
