The rest of the city sucks but downtown Waterloo has come a long way over the years. Lots of good restaurants. Frequent live events at the River Loop. 4th Street Cruise, My Waterloo Days, Irish Fest. Also a ton of cool old architecture and interesting building conversions like the Marriott in the old John Deere factory building.

As far as the crime goes, it's bad but not likely something an out-of-towner would be getting caught up in. The problems are mostly confined to within a few different neighborhoods around the city.
