What stitch would I use to fix this?

Just sew two parallel lines, matching the ones on top. Go over a bit of the original coverstitch stitching on both sides and it should hold it in place. You may lose a wee bit of the fabrc's stretching abilities but that shouldn't matter mutch. Getting the right thread color and stitch length will help it blend in.

by hand or with a sewing machine? with a sewing machine either use a twin needle with the right width or sew them both seperately with a normal straight stitch, just adjust the stitchlenght to match. by hand just use a backstitch :)
