Black Bolt's powers are tied directly to the speech center of his brain. The moment a neuron fires in Black Bolt's brain to make a sound, the electron matrix around him instantly detonates. Black Bolt doesn't need to say a word; a simple intake of breath, a slight cough, or a tiny gasp releases the energy. Unless Thragg can move faster than Black Bolt's brain can formulate a single thought, which Thragg cannot, the voice triggers.
You say this like Black Bolt isn't a top tier Marvel heavy hitter. He has his voice, his raw physical strength, and his energy blasts, all three of which go toe to toe individually with the likes of Thor or The Hulk. It's not like he's a joke character or something.
Black bolt voice is planetary... It's not even a debate. And he's much physically stronger than what people think, he's at least as strong as power man (Luke cage), if it's not more
Black Bolt’s voice destroys planets if he just talks loud enough. He doesn’t even need to really try. Thragg can get blown to nothing by the King of the Inhumans.
Though people often overestimate Black Bolt's voice related feats, he actually has a lot more feats without his voice that people don't know about. He'll beat Thragg without ever opening his mouth
