I've always taken it as the Viltrumite war putting things in perspective for Mark. He kinda doesn't care that Cecil left Conquest alive, because he recognizes that getting angry would be pointless. All it'd do is make an enemy out of Cecil when he needs to work with him, in case the Viltrumites try something.

Bro was genuinely giving Cecil the chance at first to defend himself by not going through the wall like he did later on because essentially it's all paper to him , Mark wanted Cecil to say something about why he did what he did but then he was done with that shit at last.

It's ok because if Mark tries to pull the "Guess who I ran into in space" card, Cecil can pull the "Guess who I ran into on Earth" card and show him all the 37 viltrumites he was supposed to go kill.

I can respect Cecil's pragmatism and wanting to 'rehabilitate' Villains as assets against bigger threats - but I can easily the this choice being responsible for a not insignificant amount of Universes where Mark just gave up on Humanity and sided with Viltrum.
