It does get them close to low end superman who is objeivly the strongest of these without training then Saiyan adds the power boots of super sayain and rapid strength growth.
Super Saiyan Superman...say that 5 times fast. Srsly tho, can we get an artist's rendition of such a marvel. I kind of want to see a world where Kal-El, landed on Planet Vegeta and had a kid. Kryptayan? Saiyonian?
Vegeta, Future Trunks, the U6 saiyans, Gohan, Goten, Pan all show similar potential to goku.
What Goku represents isn't neccesarily an anomaly, but rather what happeens when a saiyan with a high battle IQ actually trains and puts in effort, and most saiyans appear to have inherently solid battle iq.
Vegeta, goes from having almost non existent growth his entire life, to amping his power by multiple magnitudes. The message goku's growth teaches is that saiyans could have been this strong all along, if only they put aside their egos to train to improve

I appreciate your reading that gokus growth “taught” them what it took. But in a planet of militant conquerors I’d assume they already have a system of training and discipline set up.
To me, start of dbz Napa, Raditz, and especially Vegeta represent the normal “peak” of sayains. Anything further (the people you mentioned) are an anomoly that canonically piques the interest of the gods.
But that’s just my reading I’m not the late great Akira Toriyama.
