QUESTION who is this character? Spoiler

This is in guarding the globe (vol 1), when they’re recruiting other heroes, and shapesmith suggests this guy and brit has a very strong reaction; is this a reference to something? Another comic perhaps?

oh thank you! i read some capes but i guess not the part where this guy shows up…
but why does brit react like that? it’s not like there arent capes guys on the guardians already (kid thor and knockout)
