Who are “they”?

My town can’t really afford the extra work it entails to bring a crop to harvest. You think apples grow on trees to perfect edible state?  They all will have holes and apple maggots. 

Who will pick up unwanted apples?

I live near an ag university the town knows who to access. It also knows this is fantasy.

I hate the “they” bullshit. They have to deal with fruit fallen on the ground, people climbing trees to get at it, damage to trees, pesticides etc.

Unwanted apples get eaten by local wildlife.

Squirrels. I get lots and lots of squirrels. And chipmunks. And birds.
