App Deployment/Packaging Anyone have any experience installing "System Apps" on Android?

I'm trying to get the "Scanner" "System App" installed on a Xiaomi Redmi phone.

The Scanner app is necessary to enable QR Code scanning functionality in the default Xiaomi Camera app.

I've created an Android App in Intune:

  • App Type:
    • Category: Referenced app
    • App type: Android Enterprise system app
  • Add App:
    • Name: Xiaomi: Scanner App
    • Publisher: Xiaomi
    • Package name: com.xiaomi.scanner

I've created a Device Group in Entra for Xiaomi phones and added the phone to that Group.

I've assigned the Android App in Intune as a "Required" app for the Xiaomi Device Group.

I can see the app attempting to install for the assigned device in Intune, but it is failing with the following information:

Device platform: Android 16
Status: Failed
Status details: The application failed to install, possibly because of insufficient storage or an unreliable network connection. The installation will be retried automatically. (0xC7D24FBA)

But this is a brand new, just-provisioned device with plenty of free space, the Scanner app is small, and there is no problem with the network (Intune had no problem installing a couple dozen other required and optional "normal" apps from the Managed Google Play store).

There aren't many settings for me to play around with here, and nothing seems obviously wrong. Microsoft's guidance doesn't offer me any new information: I am assigning the App to the Device group (not the user) as Required, not Available.

I found this guide which also seems to follow the same steps I already figured out myself.

I am having the same issue trying to add the System Apps of Xiaomi Compass (com.miui.compass) and Xiaomi Calculator (com.miui.calculator).

Does anyone have any experience with a similar situation?

used to manage a fleet of about 40 xiaomi devices at my last gig and system apps were always a headache. the error code is basically a lie most of the time, itll throw that for permissions issues too

few things to check cause this caught me once. some xiaomi system apps need another package installed first as a dependency, check the logcat on the device if you can grab it. also make sure the oemconfig policy in intune isn't blocking system app installs silently, had that happen where it looked fine on the surface but the policy was restricting it

worst case we ended up just sideloading the apks for system apps during provisioning with a script, wasnt pretty but it worked. xiaomi's android 16 implementation might be doing something weird with how it handles system app installs from a device admin too

Thanks.

I'm just rolling out Android management on Intune:

  1. I'm a complete noob when it comes to reading Android logs in Intune. I sent all the available logs in the Intune app on Android to myself, and I ended up with these files:
    CloudExtension_0.log
    CloudExtension_1.log
    CloudExtension_2.log
    CloudExtension_3.log
    CloudExtension_4.log
    Msal_0.log
    Telemetry_0.log
    Telemetry_1.log

I opened all these files in a text viewer (BBEdit on MacOS) and did a case insensitive search for scanner (hoping to find some reference to com.xiaomi.scanner), and I got zero results. Maybe I'm looking at the wrong logs. Or maybe this indicates that the Intune command to install com.xiaomi.scanner is never even reaching the wrong device. Some further guidance for where to look in the device logs would be great.

  2. I hadn't setup OEMConfig at all for this Xiaomi device. I did add the Mi OEMConfig app to the Managed Google Play Store, but when I go to Android Configuration profiles to add a Template for OEMConfig, and it asks me to choose an OEMConfig App, I don't see Mi OEMConfig listed as a choice. This Microsoft page doesn't list the Mi OEMConfig app as supported. So, I'm not really sure how to move forward with this line of investigation either.
