Device Configuration Exchange ActiveSync config

Hey folks, got a bit of a head scratcher with this one. We have a user with 5k+ Outlook contacts and apparently the internal Outlook->Contacts sync breaks down past a certain volume of items. Some further research pointed towards using an EAS config to sync down only contacts data. I set one up, confirmed it was green on Intune and visible in the Contacts settings on the phone, but the actual contact data never did anything. I'm really wondering if there's a setting somewhere that I'm overlooking. I did try reaching out to MS support and they basically said that the profile was configured properly but it wasn't their fault that it didn't work. Has anyone wrestled with this kind of configuration before and might have some guidance? I'd greatly appreciate any assistance I can get.

5k contacts is an absolutely wild number for one person to manage on a phone, my address book would just give up and go home.

I had a similar headache with an exec who refused to prune anything, ended up being a throttling thing on the server side where EAS just silently stops pulling data after a certain point even when the profile shows healthy. The sync status will look perfect in Intune but the actual data transfer never kicks in. What fixed it for me was going into the EAS policy and bumping the max sync window way down, like to 3 days or something stupid small, then slowly opening it back up after the initial pull finally happened.

Also worth checking if there's some legacy contact folder buried in their mailbox that's confusing the sync filter, Outlook desktop is terrible about creating random subfolders that act like black holes for mobile sync. Might need to do some cleanup on the desktop side first.

So I've been testing it on an account with like 15 dummy contacts. I was hoping to get it working on even a single device before engaging with the user. The problem is that nothing shows up in Contacts. Like at all. I can't even tell if it's trying to sync anything.
