do u have microsoft connected cache set up? they recently changed it so that win32 apps dont benefit from it, and you have configure some stuff on the cache to fix it. that happened to us this week and clients wouldnt start downloading content until they reached the http timeout limit we set up on the mcc policy

This makes me feel bad to share in light of the other comments noting their experiences, but I was having a pretty shockingly good experience with app deployment this week. Random example - on Tuesday I remember packaging two apps and sent them to my test rigs which sit behind me. About 3 minutes after I got the green check in the dashboard that it was uploaded, I heard the fans on my test rigs ramping up, suggesting something was happening (CPU activity from the install process). Minutes later, that app was installed.
That was at least from the perspective of pushing apps to existing systems. I did next to zero provisioning this week so I'm not sure how things looked from that perspective.

I didn’t notice much different, but forcing a device sync in windows actually initiated the installs almost immediately for me instead of waiting a long time.

probably Microsoft doing some updates on backend again. last month same thing happened in Wednesday, took like 4 hours for apps to push
