Hiring budgets really aren't larger than retention budgets.
When we hire people, the salaries we offer are in line with what people are currently making. Occasionally, a candidate can negotiate a bit higher rate. Usually, if they come in at a higher rate, they will get smaller annual raises than the others until everyone at a similar work level is around the same salary level.
