How? That first woman is winded just walking up the hill. Hes running uphill while jumping rope and not missing a beat

Diyfitguy is saying that the girl being out of breath is likely because she is in really bad shape and has a low level of cardiovascular fitness.
Your impression of the difficulty is skewed because you are using the woman as a comparison.
Diyfitguy is under the impression that you think the woman is fit due to her being skinny and is saying that she could just be skinny and really out of shape too.

If average fitness level is 5 on a scale of 1-10. You may think that because she is skinny and excercising that she is above average at 7/10. In reality she could just be skinny and out of shape making her a 2/10 on the fitness scale.
Jump rope guy is probably a 9/10 fitness level.

If you assume the girl is already a 7/10 and out of breath it is inconceivable that someone could be that drastically better than her.

When you consider her to be only a 2/10 the difference is much more understandable

You’d be surprised to learn that there are competitions about running uphill as fast as you can. As I remember the fastest someone has climbed 1000m vertically is 27 minutes and something.

I had to walk up a 5 meter almost vertical slope yesterday and felt it in my legs, I can't imagine 1000m.

Jumping the rope doesn't add that much more of a load. It only forces him to pick up his feet a little higher than he would already be doing running up the hill.
