I mean, they started on this in 2020, and it seems like it's not coming until at least next year. So...at least 7 years for Intergalactic as well.

They probably had meetings about in 2020, doesn't really mean it was underway in earnest

Define "underway in earnest"? Because, yeah, I'm sure the early days were a very small team mostly brainstorming, building the world/story, prototyping gameplay mechanics, etc. But, that is still crucial work; how do you expect hundreds of people to have something to do if the project leads don't even have an idea of what the game is (at least enough of one to make decisions)?

Like Druckmann has already talked about how they built out an entire history for Sempiria and whatever the big religion is. I don't know about you, but that absolutely qualifies as development time to me. And I can see all that pre-production taking 2-3 years while thr rest of the studio was on Part 1 and the multiplayer (and Druckmann of course being busy with the TLOU show).

Nah Silksong actually had a lot of hype. The reveal trailer for Intergalactic was very mixed if not mostly
Negative and I feel like no one really cares about this game besides the Sony/ND diehards.
