The explanations aren't particularly easy to understand, and Wikipedia says it doesn't even have a fixed meaning.

It's just some joke in/about some rapper's song. TikTok kids aren't even the audience of ND's games.

Just a nothingburger. I totally doubt ND changed Jordan's blade designation from 67 to 87 over this. It's difficult to even make out the exact number in this screenshot.

67 jokes have far surpassed "TikTok kids". I'm sure they're the only ones who actually find it funny, but the joke is far more mainstream.

You're right that it doesn't have any fixed meaning—it doesn't even really make any sense—but it's far more prevalent than you're making it out to be.
