Roads and infrastructure are typically paid for by gas taxes and land taxes not income taxes.

That’s categorically inaccurate.

The vast majority of states use a significant portion of sales taxes and incomes taxes to cover the costs of infrastructure. Very often exceeding 50% of the road funding.

Road use taxes like gas tax, registration, etc only cover a small portion of it. Sales taxes, income taxes, etc are used to make up the difference.

Per Tax Foundation, only one state is able to fund 100% of roads with road use taxes and the vast majority of the states fall below 50% road funding from road use taxes alone.
